This device, known as a PCI-E (PCI Express) riser, is an extender or extension cable mainly used for cryptocurrency mining and for computer systems with limited space. It allows for the installation of additional cards, most often graphics cards (GPUs), away from the motherboard.  Key functions and purposeSpace expansion:  It allows users to place multiple graphics cards in a mining rig or in smaller cases, even if the motherboard doesn't have enough physical space for direct installation.
Better cooling:  By separating the components, airflow and cooling are improved, which is key to maintaining hardware performance and longevity under heavy loads, such as mining.
Compatibility:  The device allows a card designed for a large PCIe x16 slot to be connected to a smaller PCIe x1 slot on the motherboard, using a USB 3.0 cable as an extension for data transmission (not power). Although a USB cable is used, it is not a USB port, but a cable that serves as a flexible and long conductor for PCI Express signals.
Stable power supply:  It is equipped with different power supply options (SATA, Molex or 6-pin connector, as seen in the picture) to redirect the power load directly from the computer's power supply (PSU), reducing the load on the motherboard.  
In short, the riser card provides flexibility in the arrangement of hardware inside or outside the computer case, optimizing space and operating conditions, especially in specific applications such as mining rigs.
